I think you are asking if your heat and cooling systems can both operate simultaniously by some fault within your systems controls or whatever reasons.
If this is in fact your question,,,,, then (YES!!!!!) and I've seen it many times.
Especially with electric heat strip systems !!!!!
If you suspect this situation then have a electrician to meter your heating unit with an appropriate meter and confirm for you.
I've seen this happen for all sorts of different reasons and people were often very unawares and sometimes for years. They totally freaked when suddenly the house they were thinking on selling cuz of high energy bills had this situation corrected. Now they are very happy with their bills as that they are half what they were and they are much more comfy.
