This is normal. It will decrease at idle conditions and when it is at normal operating temp. Higher rpm means more oil that needs to be pumped through the engine to keep it lubed up.

Waht is the answer?
The fuel gauge on a 1985 Chevy Silverado will read full all the time if the sending unit is defective or the wire has come loose. When the tank is full, the sending unit normally shuts off which cause the gauge to read full.
It should do just the opposite. I would check that gauge.

If you call your local GM dealer with the VIN off of the truck they will check for any open recalls.
are you sure you reconnected the wire to the gauge when you did the fuel pump? also the gauge requires a good ground to the tank. its possible you don't have a good connection. just some thoughts.
