If it is like my 1990 Cherokee the 4WD is vacuum operated. If the vacuum lines are old and brittle and possibly broken then the 4WD wont work. Also, sometimes it can become temperature sensitive (like mine) and wont engage initially in cold weather. There may be other causes, but that's what happened to mine AND my brother, who has a Comanche eliminator.
