By not turn over I'm guessing you mean won't start. Sometimes when you run a vehicle completely out of gas you will cause the fuel pump to burn out & have to replace it. Which can cost alot.
Ran out of gas? Or ran out of oil?

Is there fuel pressure to the injector rail?
A Wheel Horse riding lawn mower that ran out of gas and will not turn over after refilling the gas tank might be vapor locked. Maybe it will start after it sits a while with the gas cap off. There isn't much else a person can do if the tank vapor locked.
Maybe the fuel pump is not working. Can you here it run when you turn the key to start it?

The turn signal flasher on a 2008 Chevy Avalanche is located inside a panel close to the gas pedal.

If it was ran completely out of gas you need to just turn the key until you hear the fuel pump engage do this several times and then turn it over. The pump is just starved so you need prime it a bit
The Engine can turn over with out gas. The started is engaged and turn the crankshaft, just as one would turn the engine over by hand. For sustained revolutions however, gas is needed to react in the engine chambers
Are you sure it ran out of gas?? If it did infact run out of fuel then after you put fuel back in it then just turn the key on and do not try to start it and wait about 5 seconds. Then turn key off and repeat steps again about 5 times and then turn key off and then start the engine. It should start.
