In order to remove a dash from any vehicle you will need to do one of two things. First, take it to the dealer to get it removed or look at the manual instructions to see if they explain how to remove it or if you can remove the dash.

The 1996 Mercury Sable the OBD 2 connector is under drivers dash next to kick panel
its a gray bubble on the dash close to the glass
To remove the dashboard from a 1995 Mercury Sable, start by disconnecting the battery to ensure safety. The horn relay for a 1998 Sable is on the back of the distribution block. The block is under the dash on the drivers side.
Start with the headlamp switch.
