First off, don't, if you don't have to. The drums can be removed by removing the entire hub assembly by unbolting the 4-13mm bolts behind the backing plate (and by making sure the emergency brake is not too tight).

If you have to however, use a #2 slot screwdriver and a hammer and gently tap the edge of the rim. If the dust cap doesn't free up, you may need to puncture the dust cap by hammering harder on the screwdriver and then prying, but if you are patient and careful this should not be necessary.
