What is the question?
You can make a car run on water if you diffuse oxygen and hydrogen and use hydrogen in your internal combustion engine!But then it is not running on water which was the question. It is running on Hydrogen. So the answer is still NO, you cannot run a car on water.
When a car is hot, keep the car running and add water to the radiator. When a car is cold, you can simply put the water into the radiator.
Any polymer-based car cover will not let in any water and is great for winter use.
I've had a Hardy Water Lily for 11 years, I never remove it for the winter but, I do keep my pump running and I have a stock pond heater that I put in for the winter. However, we have had to take it out and divide it due to the size.

your head could be cracked you will not notice the water lose when you car is running see if the water is coming out of the tale pipe
first turn on the car and add the water to the radiator while the engine is running-- this allows the water pump to work and force the water to all the thirsty parts this will help the radiator and the crankcase fill much faster
no but if in the winter you do not put in the car the engine will freeze you can also use water during the summer No!
no you shouldn't because the cold air that your engine sucks up can quit your engine and stop running
After running your car for 20 minutes or so ,and there is coolant in the radiator, you will get no heat.
