The Passlock security system is the problem. Should be recalled. Go here http://newrockies.com/?ap_id=craigpeate for a module to bypass the system completely. The resistor workaround at the key isn't always the only problem. I tried it on my 99 Suburban and it didn't do any better with the resister bypass. You need to eliminate the entire security system. Buy the pro module for $179 plus shipping and save yourself the hassle of dealing with it ever again. Or you could go to the dealer and have them replace the entire system for over $1000. They will have to replace the key/tumbler/hall effect switch/wiring and EVO-Passlock module to get it right.

To reset the Passlock security system on a 1999 Tahoe, first ensure that the vehicle is in the "Off" position. Then, turn the ignition to the "On" position without starting the engine and wait for about 10 minutes until the security light turns off. Next, turn the ignition back to "Off," and then to "On" again for another 10 minutes. Repeat this process a couple of times if necessary, and the system should reset, allowing the vehicle to start.

It sounds like your Tahoe's anti-theft system may have been triggered during the steering column replacement. When the security light is on and the engine won't start, it usually indicates that the vehicle is in "lockout" mode. Try using your key fob to lock and unlock the doors, or leave the key in the "on" position for about 10-15 minutes to reset the system. If that doesn't work, you may need to check the connections or wiring related to the ignition and anti-theft system.
