with vehicle engine running , put foot on brake pedal , shift to neutral , turn selector switch to desired setting , then put in gear / park etc ( Control Trac - electronic )
Did you stop the vehicle completely,shift transmission into neutral,then try it?
it is for a four wheel drive, if yours is not a 4x4 then it is just up there.
Try coming to a FULL STOP shift gear lever to Neutral, then shift to 4-wheel low and then shift to "Drive"

Bring your Expedition to a stop , with your foot on the brake pedal shift your transmission to NEUTRAL , then turn your selector dial to whichever setting you wish ( 2H / A4WD / 4 H) and then put your transmission in gear

4 wheel drive low is used on slippery surfaces or surfaces with " give " like gravel etcetera when you are only travelling at a low speed ( I'm not sure but I would say less than 25 miles per hour ) To shift into four wheel drive low , come to a complete stop , hold your foot on the brake pedal , shift the transmission to neutral and then select 4 wheel drive low and then put your transmission back in gear
IF the system is working correctly, just put the gearshift in Neutral. Press hard on the brake, and turn the switch to 4H or 2WD. The Ranger and most other 4WD's will shift on the fly (in Drive) to 4H (4-wheel High), but require the gearshift to be in Neutral in order to shift out of 4L (4-wheel Low).
