the 4t60-e transmission uses a shift modulator that can be found at most auto part stores. however i believe the '99 regals use the 4t65-e transmission which are not vacuum operated therefor to up the shift pressure you will need a tuner or a shift kit.

Answer DIAGNOSE,whitr exhaust smokecould be either 1/ perforated diaphragm on the auto transmission MODULATOR VALVE. OR a LEAKING cylinder head gasket(or cracked cyl head) see IF using water if NOT then probably modulator valve
the modulator valve does not have a screw, however, the modulator located outside the modulator valve may or may not have one.
the pcv should be near the front valve cover
On a 1993 Buick Regal 3.1L, the PCV valve is located on the intake manifold. It is situated underneath the MAP sensor.

Hey George==A modulator valve is on the trans and tells the trans when to shift. If the trans gets to shifting crazy you might change the modulator. GoodluckJoe
the PCV valve is located on the valve cover of a 1991 Regal Custom. It is plugged in and can be easily changed.
