You can't drive a car without starting it first, regardless of how cold it is outside....
If you mean should you warm it up, the answer is no if it is a modern fuel injected car. Just take it easy for about 1 mile or so. If it is an older carburated engine, then yes warm it up for a couple of minutes before driving off.
