It is not possible to siphon from that vehicle, you either have to run it out with the fuel pump or drop the tank. To run it out with the fuel pump you have to unhook a line and start the pump with a scan tool.

Blower resistor. I have an 04 that does the same thing. Bad connection between the resistor and the plug for me. Big topic though for durango those resistors.
H02S Bank 1 Sensor 3 Heater circuit. This should be the H02S (heated oxygen sensor) located after the catalytic converter. If the wiring looks okay the sensor is probably bad.
Check the fuses first of all. I think the Durango has two flashers as well, one for the hazards and one for the signals so it could be a bad flasher.
