try a slightly larger fuse if it blows almost immediatly then there is a short in the wires. pop the panels off and trace the wiring if u see anybad insulation replace that section of wires
try going to the local parts house and getting a manual because you will need it when taking down the fuel tank
I know you can get to 2 of them by taking off the front drivers wheel quite ez I think one is the shift select sensor
usually that the battery isn't taking a charge. have the alternator checked, many shops will test the charging system for free
the starter is located on a brand new car!!!!! Such an ass. Just taking a guess, most front wheel drive have the starter on the back side under the intake.
It could be a number of things, from a fuel line problem, to an electrical problem, even an air intake problem starving the engine. There are too many variables to say anything definitively, so you are better off taking the vehicle to a Ford, Lincoln, Mercury Dealer, or a 3rd party service center, and have them diagnose the problem.
To fix it I would recommed taking it to your nearest Ford/Lincold/Mercury dealership. If it is stuck forward however..... Where the belt should be in the driving position there is a screw, take it out. There is a manual override in there, turn it clockwise until you can move the belt to the proper position. Spyder
When changing an ignition coil on a 1999 Mercury Cougar, it is very important that all of the spark plug wires are put back on exactly as they were taken off. A set of markers will help to identify what wire goes where. Take off each spark plug wire one at a time and place it in the same position on the new coil. Before taking the wires off it will help to color code them with markers.

If you are looking to rebuild a cougar transmission then your best bet is to purchase or find a manual on the cougar in the year you are looking for. The manuals cover everything from oil changes to taking the engine apart. I did the same thing with a camaro. I bought the manual offline for 40 dollars. You may be able to find some in a big city library if you live in one or if it is a short drive away. But i think your best bet is to find one online.
