because you don't have enough water in system it is very hard to get enough water in the system you have to keep adding water
Most likely the engines thermostat is stuck closed. Probably low coolant level. No flow, no heat. Now where did the coolant go ??

could be many reasons i.e. thermostat, air mix door, temp adj, but 1st thing i would look for is to check the coolant level in the radiator. If it's low, cold air is what you are going to get.
