As of my last knowledge update in October 2023, there was no official recall specifically for the clock spring in the 1999 Dodge Grand Caravan. However, it is always advisable to check the National Highway Traffic Safety Administration (NHTSA) website or contact a local dealership for the most current recall information, as new recalls can be issued. If you suspect an issue with the clock spring, it might be worth having it inspected by a qualified mechanic.
it's a recall so it's free, bring it to the dealer
Usually the horn and cruise control go together because of the clock spring. It needs to be replaced and there is a recall for it.
if cruise control and horn aren't working...i bet it's the clock spring..check if there is a recall on it
Clock spring Fuel rail
I may have answered my own question. 1995 Caravan airbags, electrical system and clock-springs were the subject of a Chrysler / Dodge Caravan recall in the mid-to-late 1990's. We were fortunate enough to enter our 1995 Caravan VIN at the national recall website and find out that indeed, ours is part of that recall. Chrysler and our trusted dealer will be handling our needs and the recall. It appears that those recall "sensitive" parts will be hard to locate, presumably more for safety reasons.

I need to do the same replacement due to the air bag light is on constantly. I called Chrysler and I was told this is a recall issue (recall # B24). For detail for yourself, call Chrysler (800)853-1403. You might have dealer repair for you free.
A clockspring controls the air bag, cruise control and the horn. I had mine replaced. On a Grand Caravan Dodge.
Most likely it is a blown fuse, check owners manual or look on fuse block for location of horn/cruise fuse This can be caused by a defective clock spring - this is a common fault and is a recall for some caravans, go to your local dodge dealer and they will check to see if your van is covered.
