If the fuses check out okay, it's time to find your way to the bottom of the washer solvent reservoir and look a the pumps.
It may be obvious if a pump has corroded or the wires are broken.
The washer pumps are mounted into the bottom of the reservoir.
One pump for front and one for rear.
According to the service manual:
- Remove passenger side wheel
- Remove wheel well liner
- Remove cornering lamp - if equipped
- Remove mounting bolt/screw to drop the entire reservoir
- You might want to run one of the washer pumps at this point to determine which pump feeds the front/rear.
- The pump is held in the reservoir by a big fat rubber seal - basically just pressed in.
When installing one, wet it down first with water or window solvent/cleaner. Helps with sliding the pieces together.

I have a 98 Windstar. There are two windshield washer pumps (front and rear window washer fluid pumps) located on the bottom of the washer fluid reservoir. To access the pumps, you need to remove the front passenger side tire and the plastic wheel well. This will give you access to the reservoir bottom and the two washer fluid pumps.

I can only make a guess, but look at the bottom of the washer fluid reservoir. Alot of manufacturers locate their pumps there.
