Can it be a ground wire
Possibly a defective Flasher Relay. Replace the relay.
If the fuse is good and the bulbs are good, replace the flasher relay.
The voltage regulator is part of the altenator.
They have an internal voltage regulator. i.e. it's in the alternator.
The voltage regulator is built into the alternator.
The voltage gauge on the Blazer is not the most accurate (cheap) When using the signals the voltage draw on the system is enough to make the gauge move slightly.

The s10 uses an alternator and regulator to produce voltage. A high voltage is most likely caused by a faulty voltage regulator.
