A shop (or you) can use a rotary hammer or cut the lugnut off and replace the wheel stud. If you have all the lug nuts off and it will still not come off, it is probably because the the center hub portion of the wheel is corroded to the axle. Just take a sledge hammer to the inside of the tire and beat it off. Ford has always been known to not just rely on the lugs for weight support. The open center of the wheel fits snugly onto the machined portion of the axle. WD40 might help.
