My 84 had the same hesitation on takeoff, not bad, just annoying. It was the EGR valve. Check that if you haven't already. After I replaced it the problem was gone. Make sure you get the exact one for your engine as they do differ slightly.

If that is not it , cat converter may starting to or is finally plugged up.
