Possibly a bad BOO Switch. BOO means Brake On and Off switch. Common problem in mid 90's explorers. Would cause rough idle and stalling.
It's on the arm of the brake pedal.
Check the bulbs, the fuse then the brake light switch.

Normally this is an indication of a defective brake light switch.
I was looking at the 1996 Ford Crown Victoria Owner Guide and that's NORMAL The parking brake will release automatically when any forward gear is selected The parking brake will also not engage with the vehicle in any forward gear
Start with the light sensor on the brake pedal arm.
take off rear brake calpers and theres a set of brake shoes inside adj and reinstall
3. 2 for the main lites, and 1 in the center
what number fuse for the break lights
you need manifold vacuum for the brake booster.. (intake manifold)
Probably scoured rotors.
