I don't know what "after battery is off" means, but if it is clicking while trying to start, then most likely the starter/solenoid/relay is bad.
Dead cell in the battery itself or something is on pulling power from the battery. A light somewhere or a stuck relay.
A dead alternator is most likely. Maybe the ECM but not likely.

The 1994 Dodge Caravan recommended battery cold cranking amps is 550. If you live in a cold climate you probably will want a bigger battery.
Unhook the battery.
If the 1992 Dodge Caravan won't start but makes a clicking noise, it is probably a combination of things. The starter solenoid is making the battery go dead between starts. Replace both and the problem should be solved.
