have u checked spark plug wires, ignition coils, timing,spark plugs or had it hooked to a reader?

Yea, the 1993 Buick Lesabre does have a fuse for the horn. However, there could be other reasons why the horn doesn't work, the clockspring or relay could be out.
most of the time no, however that being said, if the fireing order were REALLY messed up it could result in a severe backfire or crankcase ignition and damage the engine. most of the time it just belches and wont run though.
I have a 95, had a misfire... mine was because of the plug wires... changed the wires and plugs mis fire stopped...

Could be low brake fluid. Emergency brake could be partly on-make sure it is pulled completely in the up position.
Could be a burnt out bulb or a bad flasher unit.
It could be torsional vibration coming from the transmission. It would be a very good idea to take the car back to the dealer for them to look at.
Check for burnt out bulbs and could be a bad flasher as well.
