The code says the fuel mixture is too lean on bank 1 of the engine. The O2 sensor is not switching at this point and the fuel adjust is maxed out. You can see this on a scanner watching the live data.
If this is happening at idle.
If you rev the engine and the O2 sensor starts to switch then the problem is just at idle, and is NOT the O2 sensor. It is often accompanied by a rough idle. Look for cracks in vacuum lines leaking in extra air or a bad PCV valve. Carefully spraying a flammable carb cleaner around the areas of possible leaks will find the problem when the idle smooth out momentarily.
If this is only happening at driving speeds.
O2 sensor is switching some of the time then the O2 sensor is good, if it never switches then replace the O2 sensor. A fuel filter that is getting blocked can cause the problem, check fuel pressure. Also, but rarely, a fuel regulator that is vacuum controlled can cause this.

Changed the pcv valve. It fixed my p171 code on my 2001 escort. Have to get the PVC valve from the ford place. They are the only one that carry the right one. PCV valve is available at AutoZone part # PCV 1001 for 2001 Escort SOHC 2.0L
