I would have the DMV run the VIN and make sure the car wasn't stolen and isn't currently registered in someone elses name. Then you can apply for a salvage or lost title but I'm sure the DMV will advise to the best of your interest.
File for a lost title and bring all the documentation you can, and hope like you-know-what you didn't buy a hot car.

Did you register the car? How do you know the person who sold you the car was actually the owner? It could have been stolen, in which case the authorities will take the car if you ever do an inquiry. Now if you mean that the state never mailed you the title to the car after you applied then you just contact your DMV but I doubt that's what you mean...
I would say no. You cannot insure a vehicle that you do not own. I know in my state the registration is issued in the name of the person who owns the vehicle. I don't know of any instance where it would be different.

No, but it's very unethical! Plus, the buyer will find out when he goes to register it and may come over to your house and kick your ass. Is it worth it? Would you want someone to do that to you? Personally, I think each person who works at the DMV is instructed how to give the "run around." The only useful piece of advice I can give is that you should refer to the title as a "salvage" title and not a "junk" title. ----
You can try to contact the person who you bought it off of and see if they know who owned it. You can also try to talk to the company and see what they can do.
I know in MA that the title is considered a legal document. You are not allowed to sell a car without the title.
