Assuming the radio was working before the battery was changed, the first place to look is in the fuse panel. There is a fuse specifically for the radio. Test the fuse using a 12 volt test lamp, available at most auto parts store for less than $10. Connect the cord to any bare metal surface that is bonded to the car chassis. Verify the test lamp is ready for testing by touching the pointed probe to a circuit that you know has power, such as the base of the cigarette / mobile power outlet. Warning! Do NOT touch the base and the side of the outlet with the probe at the same time, or you will blow the fuse for this circuit! On the face of the RADIO fuse there are two metal tips sticking out. Touch the test lamp to each of the tips. If the lamp lights at both points, the circuit has power and the fuse is good. If the lamp only lights on one side, the fuse is blown. Replace this fuse with the same size (color) fuse and retest the radio operation. If it operates and continues to operate, your fix is complete. If the fuse should blow again, it is because there is too much electrical current being drawn by some device fed by the fuse. You can isolate the offending device by disconnecting them all from the wiring harness and then with a good fuse installed, re-install them one by one until the fuse blows again. The last thing connected before the fuse blows is most likely the problem. If the test lamp does not light on either tip, you have an open circuit in the power feeding to the RADIO fuse. At this point, you have verified power to the radio wire harness. If you still cannot restore radio operation, I recommend you take your vehicle to a stereo shop that can test the radio itself and install a replacement if you should decide to go that route.
It is best advised to get the Dodge Caravan Key Fob battery replaced by the dealership. The reasoning for this is that messing with this battery can be dangerous. One also can touch certain receptors that are never supposed to touch.
