This fuse holds power so that the clock will hold time and the radia will hold stations, seat memory positions. That sort of thing. This should not be draining the power. Soemthing else must be on even though it might not look like it. Under hood light, stuck switch that sort of thing. Probably first though I would have the battery and charging system checked to make sure that the battery is holding the charge that the alternator is giving it.
