On a Dodge Neon, the coolant bypass hose is in the engine compartment. It is under the alternator and AC compressor. Both have to be removed before you will see the hose.
The easiest way to remove a bypass hose on a Dodge is to cut it off with a sharp knife. The hose is cheap, I replace it with every water pump.
The hose linked to the inlet of carbon canister.

If you're talking of a 5/8" id hose shaped in a U -- that's the bypass hose. If you're talking of a 5/8" id hose shaped in a U -- that's the bypass hose.
It is between the bottom radiator hose and the engine; you will have to take the hose off to see it.
Follow the upper hose to the engine, it is under the housing that the hose hooks to.

follow the return hose at the top of radiator to the engine, the hose connects directly to the thermostat. when u get to the thermostat, u need a ratchet with a long extention. try not to drop bolts in engine
