Those 2 trouble codes are for your heated oxygen sensors I'm not a mechanic / technician but there should be a fuse in your power distribution box in your engine compartment ( Ford recommends disconnecting your battery before servicing the fuse ) that is for your PCM HO2S system or PCM HEGO system . I'm thinking if the fuse is blown then there is no power to heat the oxygen sensors - worth a shot.

Trouble code P1131 means:Lack of HO2S bank 1,sensor 1 switches,sensor indicates lean
Trouble Code P1151 means:Lack of HO2S bank 2,sensor 1 switches,sensor indicates lean
There is no fuse. It means there is a problem in the catalyst moniter heater circuit bank #2, sensor #2. here is a brief description of why this code was set: During testing the HO2S Heaters are checked for opens/shorts and excessive current draw. The test fails when current draw exceeds a calibrated limit and/or an open or short is detected. Possible causes: Short to VPWR in harness or HO2S. Water in harness connector. Open VPWR circuit. Open GND circuit. Low battery voltage. Corrosion or poor mating terminals and wiring Damaged HO2S heater. Damaged PCM wiring. Damaged HO2S heater. Damaged PCM.

It has 2 ho2s sensors. One is upstream from the catylitic converter between the exhaust manifold and the cat. The other is downstream from the converter between in and the exhaust pipe going to the muffler.

The HO2S (Heated Oxygen Sensor) bank 1 is between the manifolds and the Cadillac Converter. Manifold Exhaust (T) > "HO2S Sensor" > Cadillac Converter > muffler
Trouble code P0020 means: Intake Camshaft Position Actuator Circuit / Open (Bank 2) Trouble code P0030 means: HO2S Heater Control Circuit (Bank 1, Sensor 1)
