What does the orange light second in on a 1989 Dodge colt indicate it looks like a rad with low collant but my car isn't running hot and it flickers on and off while im driving?

The sensor is in the overflow bottle. It comes on before the radiator is actually low. It flickers because the coolant is moving back and forth and is at a level that uncovers the sensor.
