check the bulbs?
If the taillights and dash lights on your 1996 Buick Roadmaster are out, it could be due to a blown fuse, a faulty light switch, or a problem with the wiring or connectors. Check the fuse box for any blown fuses related to the tail and dash lights. Additionally, inspect the light switch and wiring for any signs of damage or corrosion. If these components are functioning properly, further electrical diagnostics may be required to identify the issue.
Yhese are fed from different sorces so I would check the groiunds on the lights.
I had this problem with my 1994 Buick LeSabre and it no longer happened when I installed a new battery. It's been at least 6 months now with no recurrence of the problem. Before the new battery, I noticed that if I waited about 5 minutes after turning off the car, I could get the lights to turn off. Seemed like something had to cool down.
Have vehicle scanned to determine the problem and have codes cleared

checked fuses, or checked for voltage to interior light socket?
Take old lights out. Put new lights in. Done. You have just changed the interior lights on a 97 Buick Regal!
there could be a bad ground for the lights, or there is a short somewhere between your fuse panel and your light
No because the licence plate light would only light up when you put the car in reverse. it is a seprate system. On the 2003 they are on the same fuse.
To change the license plate lights on a 2004 Buick Rendezvous, start by opening the rear hatch and locating the light housing on either side of the license plate. Use a flathead screwdriver or a similar tool to gently pry the light assembly out of its housing. Once removed, twist the old bulb counterclockwise to release it and replace it with a new bulb. Finally, reinsert the light assembly back into the housing and ensure it's securely in place.
Take off the steering wheel. There is a turn signal bar that you have to clean the pins and bend them out to put more pressure on the contacts. Then put it back together.
