First is lubricate the lock and see if it will start turning.
If that doesn't work remove the door panel and remove the lock cylinder. Take it in to a locksmith and have it replaced or repaired. Many times the spring cap cover comes up and the cylinder can't be turned. That can be repaired or replaced at a fairly low price.
