First place to start obviously battery-check voltage. Even if you have "some" power it takes almost 10 volts to turn your starter
I believe from 94 to 02 Lincolns do not have a light under the hood.

The fuel regulator is on top on the side of the intaketowards the front . Should have a steel braided fuel line going to it.
your fuel filter is going to located by the right rear strut if im correct, bolted to the side, make sure you put it on the same way you took it off, check the arrows or flow.
If it's like the 94 there is a diagram on cover plate for over the fan. The tensioner is in the back and should be loosened to remove the belt.
Condensation in the exhaust train is perfectly normal. It should dry out after several minutes. If it smells like antifreeze, suspect a bad head gasket.
try cleaning the contacts on the back of the panel, in order to do this you have to take off the front itself and with a toothpick clean the connections. this should solve your challenge.
