it is part of a security system called vats vehicle anti theft system it used a unique calibrated resistor for each car. multiple no start problems dirt and skin oils were getting on chips causing car not to recognize key amd module failures. the best thing to happen to this systen was a bypass kit made buy summit racing and jegs.
Yes it does that's why when yo go to get a spare key made it will cost 30.00 it is there for security purposes

Pass lock security was not installed on 1991 GM cars. I believe it was 1997/98 it was first installed

yes it can, ohmm out the resistor in the key and install a resistor in the wiring this way any cut key will work.
If you know the value of the resistor you can cut the wires going to the lock cylinder and solder in a resistor of the correct value.

no. you need a new key. try that first. there is a resistor on the key to prevent unauthorized keys being used or hot wiring for theft purposes. if that doesn't work, you can have your vats system fixed or replaced for about $1500.00
