If you look under your hood you will see an evaporitive fuel canister on the drivers side. Towards the front of the vehicle on the canister is a cap you can pull off and if you look inside it's probably plugged. I had the identical problem on my 98 GMC and after taking a shopvac to the canister I solved the problem. GM wants a couple huindred bucks for it if you just want to get a new one but if it's plugged it creates a vacuum in your tank.
