I did not have "rims" on my 1996 (identical to 1999) but I had two different sets of 31 inch tires. the first were mud tires which rubbed slightly in hard turns. The second (BF Goodrich All Terrain TA KO) never rubbed, and had a full diameter of 30.7 inches. So that is the number you need to know. You have at least 30.7 inches vertically. Unfortunately I cannot tell you about width, except that the tires I had were 10.5 inches wide (31x10.50xR15) I hope this helps.
