Assuming this is a 4.3L engine, cycle the key off and on several times until the pressure peaks. The fuel pressure gauge should read 60 to 66 psi if all is well.
key on engine not running 58-64 psi engine running at idle pressure should drop by 3-10 psi
It sounds like you cycle the key several times then it starts? .could be low fuel pressure, faulty fuel pump or the multiport injector system has developed a leak and the standing pressure is bleeding off after it is shut off.

Key on Engine not running 55 - 61 psi. Engine running pressure should decrease 3-10 psi.
60 to 66 psi. key on, engine off, pump running.
This Is Very Difficult. Many Reasons. Try This. Put The Key In The Ignition. Turn It On And Off A Couple Times, Then Try To Start It. If It Starts All The Time Doing This. You Most Likely Have A Fuel Problem, Or Are Getting One. If Doing This And It Starts Better. Replace Your Fuel Filter, And Have Your Fuel Pressure Tested To See If It Meets The Required Pressure For Your Application.
connect a fuel pressure gauge to the port at the back. turn key on and check for pressure,watch for pressure drop if it drops immediately regulator is leaking.on4.3 reulator is under upper intake plenum
get a fuel pressure tester on the fuel line going to throudle body there is a fitting looks like a valve stem twist off cap screw on the tester . hold tester so you can see it and turn key but dont start the motor if it reads below 54 pounds its bad. check with auto store on pressure to be sure im close.
the backspace key is located above the enter key
Hook a fuel pressure gauge to the fuel pressure rial and just turn the key on and see if you get any pressure reading. If not you may have a bad relay, or a blocked fuel filter or the pump is bad itself.
Bad fuel shut-off solenoid. I FOUND ON MY CHEVY S-10 THAT THE OIL PRESSURE SWITCH WILL FEED THE FUEL PUMP EVEN WITH THE KEY OFF
To check the pressure the fuel pump creates. You remove the cap, thread the pressure gage on and turn the Key to ON. On a 2003 the range is 48-54 psi
