What is the problem when the power door locks on a 2000 Ford F-350 wont lock all the way?

There is a thermal limiting device that apparently loses its ability to function. There are actually little motors in each of the doors that drive a worm gear, that turns a gear segment, that moves the locking mechanism up and down. (I originally thought that it was a solenoid, but it is not.) Ford Truck Enthusiasts, 1948-2007 Ford F150, Super Duty & SUV owners community and information source. Covers F100, F-150, F250, Bronco, Ranger, Explorer, Expedition, Lighting, Escape and More is the source that I found that explains this. If you are handy, and thrifty, you can fix the problem with a bit of aluminium foil wrapped around the current limiting device. Otherwise, the lock assy needs to be replaced. The part per door is about $75 + labor. Good luck!
