If they're really vacuum lines, then they're probably for the differential locks.
But they may also be pressure relief lines for the axles.
The pressure in an sealed cavity(like an axle) will change with temperature, which can cause oil to be pushed out, or water to be drawn in. To avoid that, they may be fitted with pressure relief lines/valves.
Odds are the diaphragm is shot, in the central axle disconnect (CAD). You need to check if you have vacuum at the front axle, and if the vacuum switches from side to side, when you engage four wheel drive. If it does, your CAD is bad. If not, trace your vacuum lines to find the leak.

YOU CAN CHECK FOUR WHEEL DRIVE BY TAKING OFF VACUUM LINE ON FRONT END AND BLOW AIR IN THE LINE COMING OUT OF THAT BOX WITH AN AIR HOSE(20-30 PSI) IF FOUR WHEEL DRIVE ENGAGES THEN YOU HAVE A LEAK OR SOMETHING IN YOUR VACUUM LINES. At one point while offroad I had the vaccuum lines for the four wheel drive fail. If you go to the intake manifold, there should be a few ports that are blocked off. With the vehicle running unblock and check for vacuum. If you have vacuum, you can connect an extra bit of vacuum line directly from the port to the actuator that engages the front right axle shaft. This effectively bypasses the vacuum switch on the transfer case.
