Check the fuse first. It is in the fuse center under the hood in position 45. If fuse checks good then check the relay in position 19. You can swap it with one of the other relays.

Turn on the headlights and measure the height from the ground to the center of the headlight lens. Mark this height on the wall, then adjust the horizontal and vertical alignment screws on the headlight assembly until the top of the beam is just below the mark and the center of the beam is aligned with the center of the vehicle.
To operate the headlights and running lights on a 1998 Chevy Malibu, locate the headlight switch on the left side of the steering column. Turn the switch to the right to activate the parking lights and further to the right to turn on the headlights. The headlights will automatically turn off when the switch is turned back to the off position. For automatic headlights, ensure the vehicle is in the "Auto" position if equipped.

The dimmer switch is defective.
It depends on what year Malibu you have. But 1997 and newer chevy Malibu's all have automatic headlights. So leave the light switch turned on auto. The older ones have a knob to the left of the steering wheel. Twist it if it's on the steering column or if it's on the dash pull it.
You need a handheld scanner to erase codes.

if parking brake is on, the headlights when first started, will not work until brake is released.
Take it to the dealer and let them put there gauges on them to get them set right.
