fuse # 5 is a 15 amp fuse for I/P ( instrument panel ? ) dimming , park lamps ,
autolamps , trailer tow
I believe you rotate your guage panel dimmer switch ( just to the right of your headlight switch ) down past the detent

If you are referring to your guage lighting, is the dimmer switch thumbwheel to the right of your headlight switch turned all the way down ? I'm not sure about your O/D OFF & speed control lights.
Usually located behind the driver's door panel stamped on the control "brain".

Have you tried rotating the guage panel dimmer thumbwheel to the right ( past the detent ) ? I know that turns on the interior courtesy light , but I'm not sure if it also turns on the cargo light
