Your windshield wipers were most likely overloaded and blew the fuse, try replacing the fuse. If that does not fix it then it is possible that the wiper motor burned out and will require replacement.
First, remove the windshield wipers. Then you can remove the cowel just in front of the windshield. There are a bunch of screws connecting it to the firewall. Once you remove this, close the hood. Now everything is easily accessible and the rest is intuitive. Replace everything by using the opposite procedure.
Try popping off the cover at the bottom of the wiper. There should be a 15mm sized nut(I think). Make sure this nut is tightened down good. If that doesnt work then the linkage has come undone.
