Under the hood, on the passenger side of the firewall, there is a fuse and relay cover... remove it. The relays are located horizontally under the two fuse boxes and the horn relay is the second one from the left.

I had to have my horn fixed on my 1995 Buick Rivera and it is located under the air bag on the stering wheel. It was an $800.00 expense because they had to replace my air bag.
The horn relay on a 1992 model is on the fire wall, under the long cover. My relay would click, but would not blow the horn. My wife pressed the horn button while I put my hand on each relay until I found the right one.
Remove the horn and hook it to a 12 volt battery charger. If the horn blows, then the horn works and your problem is somewhere else.
