The largest I have seen on a Malibu are 22's. I still haven't figured out how they have done it (lift kits?) I have 20's on mine. If you want 20's go with 225/35/20 inch tires an you'll be good to go.
You could put on 17 inch rims if you put on lower profile tires of 205-50-17

They come with 16 inch rims, so that would be the smallest you can put on. As for bigger, 17, 18 and even 20 inch rims will fit (with a lower profile tire) and bigger than that and you will most likely have rubbing issues when you turn the wheels or hit a bump.
