IT COULD BE A WHEEL BEARING THAT IS BEGINNING TO GO OR the constant velocity shaft of the fwd unit. If you start hearing a "clunking" noise when you turn it's the shaft. In any event, it needs to be checked out by a good mechanic
It is most likely due to a loose power steering belt. If the steering wheel is hard to turn at speeds slower than 40mph or it gets harder the more you turn it and the squeaking noise happens when you turn the wheel, then you need to check the tension on the power steering belt.
Loose or worn out power steering drive belt. Usually this is a loose or worn belt on the power steering pump. The pump works its hardest when the vehicle is parked or at low speeds so if there is a belt issue, it will happen then.
Any bushing, if its worn or old enough, causes suspension squeaking at low speeds and when going over bumps. The typical cause of squeaking noises when turning the steering wheel is low power steering fluid. The power steering fluid reservoir should be checked and the fluid topped off if it is low. Fill your reservoir with manufacturer-specified fluid (or have your oil-change service station do it). With a very low fluid level, the whining sound will be accompanied by a difficulty in turning the wheel.
A worn out power steering pump, or steering box.
I had this happen. It was the wheel bearing. It starts off as a faint whine, but over time as the bearing gets worse it becomes a squeal at highway speeds and a squeak at low speeds. If squeaking at low speeds the bearing is on its last legs and total failure is imminent probably causing more expensive damage and repair.

Steering will "wobble" at higher speeds and sometimes when braking. General looseness in steering.
You probably need to get your tires balanced. Or replaced. If the bias goes (steel belt breaks or shifts), the car will waddle at low speeds, and the steering wheel will shake at high speeds.
Steering is difficult at all speeds. just took it out for the season.
