i have a 1998 Monte Carlo with the same problem , its probably just the switches for the windows that need to be replaced, also check the guides that on the bottom of the windows to see if they have a rust build up , this can cause the window to jam going up or down
If it is all both windows from both switches look to a fuse, if the window works from one switch and not the other I would suspect the switch. The switch seems to be a weak point on these vans.
