Bad switch? stalk
bad wiper motor? bad low speed winding
The most common cause that windshield wipers stop working is a blown fuse. The windshield wiper motor may need to be changed is also common.
A bad relay switch will cause the windshield wipers to not turn off. Replace the relay switch and the windshield wipers should turn off.
A bad fuse may be the cause of windshield wipers not working on a 1998 Lumina. The switch that activates the wiper motor is another possible cause for the wipers not working.

chevy has bad solders. they crack and cause things to malfunction. mine does the same thing.
Fuse or windshield wiper motor.
Dryness will cause the wipers to vibrate or jitter against the glass. If there is not enough moisture on the windshield (for example, a light sprinkle of rain) the wipers may move with a jerky motion. Also, the wipers could be very old, and the wiping rubber/vinyl could have lost some of its softness and flexibility. If you mean vibration when they are not active, the wind against the windshield could cause them to flutter if they are not properly seated. A clean windshield and new wiper blades will usually cure the vibration.
Bad switch or bad motor is most likely cause. Motors should have been recalled by Chevy. If you replace motor, replace with new one- do noy replace with a rebuilt motor.
A bad pulse board or window wiper motor can cause your wipers to stay in the "up" position.
