There could be several causes. One of these could be it.
Open vacuum hose or hole in vacuum line. Could be even a defective power brake unit leaking.
Incorrectly adjusted idle adjustments.
Throttle stop inoperative.
Dirty carburetor.
Incorrect timing.
Bad wires. Fouling plugs.
A cylinder or two misfiring.
Many times when people work on a motor, they forget to attach the PC line to the back of the carb...cause it is hard to see.
