little to no oil. Same thing just happened to my 98 Cirrus the other day. I had to push it to a Gas Station, put 5 quarts of oil in it and let it sit overnight at the Gas Station. Once I came back, it was running again.

I got my Chrysler Cirrus LX going 110 MPH then the govener kicked in and it slowed me down i have a 1996 Chrysler and it does 120 but it takes a while to get there

For me it was the idler pully. A pretty cheap part. $15 I think. And only an hour or so to change. The problem was the bearing in it was shot. It would make a whining sound that got louder/higher pitch as the engine revved higher.
In the transmission dipstick tube, while the engine is running. Use a funnel that's not going to flip over when it gets full.

start the car and let it idle while the car is running unplug the mass airflow sensor if the idle does not change then the sensor is probably bad if the idle does change or the engine dies out then it is working so leave it alone cause they arent cheap. A Chrysler Cirrus does not use a maf.
While it could, Chrysler does not offer a V4 engine.
Bad gas, fouled plug(s), engine out of time, vacuum line leak or clogged.
fuel pumps about to go out -or more likely your electronic control module is failing.
