check the oil. if its leaking your head gasket may be bad. if theres oil on the engine around the head gaskets you know its leaking. ADD OIL

Eventually, the offending injector in the '95 failed and had to be replaced. The '99 has been doing this to varying degrees for the past few years. What your hearing are the lifters and everything getting oil sent to them and getting all situated in those few seconds. Especially if your oil looks and smells clean and you aren't losing any; I wouldn't be all that concerned. Neons are notorious for problems in general. i.e. rear main seal, tranny lines (auto) head gasket to name a few that, if you don't stay on top of it, you'll deal with at some point in time.

For SOHC engines, if your not sure whether your head gasket has been changed the updated head gaskets have a square tab with a hole in the center that extends between the #1 and #2 cylinders. So you shoud see the tab as your facing the engine from the front of the car looking down into the engine bay. #1 cylinder is on your left you should see the tab between the 1 and 2 cylinders.
