According to the book "Le Siege et Sa Garniture" horsehair was used in the early eighteenth century for upholstery if not sooner. It is still used today by high end upholsterers but it is expensive and somewhat difficult to work with so it results in a much more expensive upholstery job than say foam or fibre fill.
